Resolved here with postfix "workaround".

Add to main.cf
header_checks = regexp:/etc/postfix/header_checks

Create header_checks with
/^Subject: Ticket creation failed/  REJECT

Is there a way to stop emails being sent when a ticket can't be created via 
email? We're getting ready to launch the site, and we are not permitting users 
to create tickets via email. they can reply/comment once a ticket is created. 
The problem is, if any email hits a queue address, a rejection message gets 
send out stating "you don't have permission to create a ticket".
