[rt-users] Way to disable the right to "Give ticket to X"

Hi list,

I am looking for a way to disable the right to give a ticket to anyone 
else within the RT.

The reason for this is that I am trying to implement a Kanban-like 
workflow in which I need to control who can delegate tickets and who not.
