Here's the way I've had this explained. Can't say if this is accurate or not.
The "punt" rule is merely to prevent the punter from acting like he kicked it, but instead to throw it straight up high in the air so that it LOOKS like a punt ... and then having his guys run down and catch it while the receiving team (who thinks it was a punt) is actually running AWAY from the ball (so that it won't hit them and be a "live" ball).
