Right..the Chairs or ADs will provide guidance.

A simple way (for me) to look at it is that "large" topics require 
rechartering, which probably implies that there may be more than one 
deliverable/milestone/document..while small topics will probably be contained 
within a single document (like the example of an AD-sponsored draft).
