Col Kurup, I am answering your original post reg 1st & 2nd Appeals vis-a-vis 
Complains. Each your points have been adressed to by Er Sarbajit Roy. In fact 
most of the erring PIOs use the same clauses mentioned by you, especially the 
date factor, & thus evade penalty. 

Regarding your recent post on missing 2nd appeals @ CIC New Delhi, there is 
nothing new. This has happened to many of us. All we do is send another set 
immediately. Note, our original focus is seeking info & not limited just filing 
appeals / complains. If I can get all the requested info, I would be happy.

Folk, am currently @ Tellicherry the city of Col Kurup since past three days.
