Dear Leslie, Just keep it simple.
Ask for information (remember that information = documents, records already existing). Documents like- copy of his ITRs for last 4 years. Copy showing posting of his ITRs in the computer (electronic) records of IT Dept (this one always get them). Copy of Assessment order for these 4 returns. Copy of Notice (if any) issued to Assessee (RTI Applicant). Don't ask questions. Like "Why is my Refund not given? Who are the guilty officers?" are a No-No. There is a time limit to collect refund under IT Act. IT Refund has all kinds of conditions attached. For instance, assessee must have CLAIMED refund in his ITR.
