  In my case PAN Migration was the issue. I asked the ITO of my ward who was 
PIO to share 
  1) Status on my IT refund. 
  2) Dates communications initiated with other offices
  3) Approximately how much time it will require to get the refund.
   
  I supplied acknowledgement number for reference. When we file return we get 
ack number and date. If we analyse ack number it is typical e.g. if it starts 
with 74 then your ward is 7(4). This may not true with all IT offices but holds 
true by and large.
   
  First reply to me came that it is pending with other office (Patna) due to 
PAN migration and the issuing office will be doing needful after receiving 
reply from Patna office. So i approached both the office and issue was resolved 
amicably with great co-operation from ITO's and Commissioner of IT Patna. (Shri 
O.P. Agrawal - I am grateful to him)
   
  Please refer earlier thread in this group about this story. This success 
story was published in Maharashtra Herald Pune and Management Times Chennai. 
Based on this story, i got two queries having simiar problems of PAN Migration. 
I have given them RTI templates.

There is a time limit to collect refund under IT Act. IT Refund has

WITHIN time (1 day late and you get knocked out). etc. etc.

(Although I formally record my dismay and shock that my fellow
religionists are promoting and propagating such IRRESPONSIBLE use of
RTI for PRIVATE purpose and not in the larger public interest.) But we
can't all be saints.
