Nidhi,

If you really want to go all the way on this matter and nail the PIO, file
another RTI application with the same PIO, asking for:

a) Certified copies of the letter designating him/her as PIO, copy of his proof
of identity that he is really the person who has been designated as PIO
b) From what date is he officiating as PIO
c) How many RTI applications has he received ever since he was designated as PIO
d) Out of item c) above, how many applicants have been asked by him to prove
their citizenship
e) Certfied copies of all letters written by the PIO to applicants in item d)
above, where he has asked for proof of citizenship after applying severability
clause in Sec 10.
f) Under Sec 4(1)(d) to provide reasons as to why the PIO asked me for my proof
of citizenship
g) Inspection of all files and file notes, minutes of meeting,
etc., related to my above mentioned RTI application and the "act" of the
PIO asking me for proof citizenship

I got ideas for some of the above points after reading IC A N Tiwari's latest
decision on "Proof of Citizenship". Here the applicant was asked by a over
cautious PIO for proof of citizenship because "....there was information
floating around in the corridors of the public authority......"
Please see:

The next time I go to file an RTI application I will also ask for proof that
the PIO is still the real PIO, because there is information floating
around the parking lot or in the tea stall, that the PIO has been removed from
service. Let's see what is the reaction.
