What is the point of crying over spilt milk? RTI is not the magic wand for solving problems like this. You are basically thinking of your private interest and not for the larger public interest (for which RTI ACT is meant). To my mind there was something fundamentally unsound in your business model which required so much packing cedit to carry on. >From a situation where Banks beg you to borrow from them, the shoe was placed on other foot. It seems the matter is sub-judice in DRT, if you are aggrievd by the delay there, move a Writ in the Kerala High Court. There is no justice in India, and RTI is a pathetic weapon to use. Here briefly is some input on where you went wrong in RTI. 1) You cannot ask questions in RTI (ie. How, Why, When, What is not allowed) 2) You can only ask for record or documents AVAILABLE with RBI which you must clearly specify in advance. If you cannot specify these, ask for inspection first. Try and meet the PIO before filing your RTI request. 3) Dont ask for information only about your case. Dont be selfish, try and benefit others similarly placed as you were, ask "larger questions" also. 4) Do not ask RBI to summon information for you from Federal Bank (forget about section 2-f). If Fed Bank is a Public Authority then frame your RTI queries so as to get RBI to transfer some of those to PIO of Fed Bank. 5) Do not try and fix the blame on anyone using RTI. This is sure way not to get documents. 6) Keep it simple, RTI is NOT a grievance redressal forum / tool. Do not allow your bruised ego to "misuse" RTI as a safety valve for the tension inside you. When RTI fails do not blame RTI Act, but instead focus on learning why / where you failed and PIO could beat you. YOU WILL THEN LEARN TO THINK LIKE A PIO. 7) Governor of RBI has no role to play in RTI Act. 8) Thoroughly research RBI website rbi.org.in, and draft your queries exactly based (by quotations from circulars, notifications and guidelines) on the MONITORING and SUPERVISION role of RBI as defined in BR Act and RBI Act. 9) DRT itself is a Public Authority. 10) First Appeal stage is where you get out maximum information. So try and leave a few escape routes for PIO in your RTI request where you can slam him in First Appeal.
