Would like group's comments on these doubts 1) CIC is not publishing all orders on website
2) CIC is especially not publishing orders of show cause hearings where penalty is to be levied on errant PIOs. It is now increasingly evident that at least Information Commissioner at the CIC is supplementing his (more than generous) post-retirement CIC sinecure with illegal gratification for not penalising PIOs. 3) CIC is not entertaining complaints u/s 18 (where PIOs are deficient) and merely advising applicants to file First Appeals instead. 4) Nobody listen to Mr. Habibullah anymore, and the 4 ICs are functioning independently. 5) An NCPRI biggie (or 2) is likely to be amongst our future Information Commissioners.
