In the complaint form itself it's not asking for any nos. 

Only if you fill up a complaint as Draft then the system will 
generate an unique ID which you can use later on to login into the 
system and make changes before finally submitting the same.

I have no idea. I also did the same. And it was accepted. 

See, we are all new to this system. Perhaps at a later date they will 
ask us to either FAX or mail them a signed copy of the 
Complant/Appeal.

I have written to Shri Pankaj K. P. Shreyaskar on this. But no 
response so far. You can write to him and ask for clarifications.
