Dear dr. Kumar, 1) The RTI Act is a law to fool the public
2) The Information Commissions are deliberately filled with political appointees who know how to keep their mouths shut, pens silent etc if they want to keep their jobs. Many of them are sadist devils who delight in toying with victims who approach them for "justice" 3) The people of India who use RTI Act on a regular basis are either fools or bekaar people with nothing better to waste their time on. 4) People who motivate others to use RTI Act are either corrupt themselves or even bigger (usually egoistical) fools. Now having said that all that, how does an ordinary citizen use RTI Act 1) Use it occasionally. When we only had Delhi RTI Act 2002, I filed 5 RTIs under it over 4 years, got wonderful speaking orders in all of them from a wonderful lady called Ms. Shailaja Chandra. 2) Do not file adverserial RTIs. Remember that RTI Act is not only about obtaining information BUT about *SIGNALLING* information to the other side. 3) Forget all this nonsense about eliminating corruption and wastage of public funds. Government exists solely to be corrupt and waste funds. 4) Here are the 3 GOLDEN RULES OF obtaining information under RTI A) *SPECIFIC* INFORMATION SOUGHT MUST EXIST IN FORM OF "RECORD", if so B) THE RECORD MUST BE "HELD BY" OR "UNDER CONTROL OF" THE PUBLIC AUTHORITY TO WHOM APPLIED, and C) THE SAID RECORDS MUST NOT ATTRACT ANY EXEMPTION OF SECTION 8 OR 9. 5) Once you understand these rules thoroughly, you can analyse why you are not getting information from PIOs and FAAs. 6) Btw, ONLY ASK FOR INFORMATION WHICH YOU ALREADY HAVE OR WHICH YOU REASONABLY SUSPECT EXISTS. 7) Once you understand why you are failing to get information at PIO / FAA stage, you can begin practising "Responsible RTI" (as defined by group consensus http://groups.yahoo.com/group/rti_india/message/379 ) 8) When you reach higher levels of "Responsible RTI", you will realise that whatever I have said is true, that the entire system is corrupt - especially the Higher Judiciary - who are even bigger haraamis than the SICs and CICs. 9) Please dont waste your time and money on PILs. Nowdays PILs are filed by organised NGOs who are touts for vested interests.
