Report cards for Delhi MLAs
MLA elections are round the corner. Satark Nagrik Sangathan (SNS) has
prepared report cards on all 70 MLAs across Delhi. These have been
prepared on the basis of information accessed using the RTI Act.
MLAs' performance has been assessed against their roles and
responsibilities. Information has been accessed on the following
parameters for all 70 MLAs-
* Performance of MLAs in the legislative assembly in 2007 *
Allocation of Local Area Development Funds (MLALADS) available to MLAs
* Performance of MLAs as members of various government committees
This is the first time that the RTI Act has been used to assess
performance of elected representatives in this manner and hold them
accountable.
Satark Nagrik Sangathan is partnering with The Times of India and
Hindustan to disseminate these report cards.

Satark Nagrik Sangathan is demanding that information on performance of
MLAs should be easily accessible to people and be put in the public
domain. Mass complaints are being filed in the Central Information
Commission to demand proactive disclosure of this information and SNS is
calling a public hearing on the issue.

Using RTI, we've accessed authoritative information that will help you
judge his performance

You will cast your vote a month later to elect your representative in
Delhi assembly. This is the time when candidates come knocking on your
door to seek your support with a smile and a long list of promises. Once
the deed is done, you will be saddled with the person elected for a long
time to come.
Was your choice an informed one last time? Did you assess the
candidate thoroughly before you voted? Many of them will be coming to
you again. Were their pledges sincere? Or was it all tall promises and
fake smiles?
The Times of India will empower you this time with the lowdown on
your MLA. Now you can hold them accountable: How did they perform in the
assembly? Did they reflect your concern and give you a voice? Did they
involve you in the development work in your area? Going through the MLA
Report Card, you can judge for yourself.
Under the MLA Local Area Development Fund, each MLA can spend up to
Rs 2 crore on development works in his constituency each year. Did your
MLA align this work with your needs and priorities? Or was it to help
his cronies? In short, was public money Rs 10 crore in five years
well-utilised or wasted?
The information has been accessed by NGO Satark Nagrik Sangathan
(SNS) using RTI. SNS, a citizens' group that promotes transparency and
accountability in government functioning, has been using RTI to enhance
understanding of the role of elected representatives and encourage
people to hold them accountable.
You can now judge if you really needed those parks when the roads in
your colony were crumbling. Or if you got water when you really needed
it. And what about the promised baraat ghar? Give your MLA a pat if he
has performed well. Or tell him to get off. That will tell our MLAs that
they can't take you for granted. It will clean the system and give you a
role in governance.
