Some poor fellow files a 2nd Appeal in June 2007 asking for File Notings from DoPT and is told in First Appeal that as per DoPT website "File Notings do not constitute information". (This BTW is well after CIC's decisions against DoPT on this point). Does Mr. Habibullah take up the matter IMMEDIATELY when it is filed and brought to his Commission's notice? <rol> His order clearly records that he sleeps on it for well over a year and ignores the blatant contempt of himself (and his so-called Full Bench). What is the point of issuing show cause notices now Mr Habibullah? Do you also intend to line your pocket for post-retirement life like a few of your assistant Information Commissioners are openly doing - preying on hapless PIOs and Under Secretarys who are at the bottom end of the babu food chain - doomed to take the rap for their political and babu masters? Please consider this Mr.Habibullah. If anyone deserves to be penalised for prostituting RTI, it is you and your thoroughly corrupt Registry. Please summon instead the Secretary DoPT (if you can) to explain why such statements on File Notings persist on their website - and ie. if you have a shred of integrity left in you.
