"RTIEXPERT" is not an individual. It is an open account from where a few RTI Experts can contribute their views and opinions to this group. The rationale for this system is explained on the homepage of the group. It is not possible for me to ascertain who exactly sent that message as it is a "moderated" message - approved by me or another moderator before being posted to the group - and hence having the IP address of the concerned Moderator.
