xii refers to "subsidy programs", ie like Free food to BPL people etc. and is limited to details of beneficiaries. whereas xiii is about publishing "particulars" (ie. name/ address) of recipients of "concessions" (free phones is also a concession - a very big one). Subsidies and Concessions are 2 different things. Sid will have to ferret out if free phones are free because of a subsidy or if it is only a concession. For example special tariffs for Govt servants by BSNL, may not involve any subsidy at all but emanate from commercial considerations (such as lower - or higher - payment default rates). OTH, for example in Delhi, cheap power is provided to slum dwellers because of State subsidies and not because other consumers "subsidise" them. Also Rakesh, you would recall our previous 7(3) discussions on this group. Could you please read this submission, and also what is just posted by CHRI on HumJanenge, and analyse the flaws in the respective logics used by us.
