I'm sorry, I couldnt locate the bit about free phones while they hold
office. What I got was this "For this purpose, residence includes the
staff quarters and other buildings appurtenant thereto and the garden
there of and maintenance in relation to a residence includes the
payment of local rates and taxes and electricity and water."

Post retirement they get 1500 free phone calls OVER AND ABOVE ANY FREE
LIMIT OF THE TELEPHONE COMPANY. <--- So now you know why Sid got
shafted. Technically this is called "criminal misconduct" punishable
under PCA 88 - section 13(d) if I recall it correctly -
