In a curious order considering that u/s 18 the CIC sits as a
"Court", IC (T) has passed a totally opaque and non-speaking order.
What happened ? Why was it not recorded ?
If this happens again to someone else, how will the "persistently"
portion of 20(2) for penalty be enforced ? Something in this entire
episode smacks of corruption - and cover ups are not the answer Mr.
Tiwari.
