Dear Group, We are proud to reveal that this group has gotten C'IC Wajahat Habibullah to personally intervene and commence action on the scandal we exposed on this group concerning Information Commissioner A.N. Tiwari's corrupt little decisions.

CRUCIALLY, it was not delivered in "open proceedings" as required by Rules. As a result, this "binding" decision of IC ANT is used by every other IC to deny information via RTI Act - and to allow P/As to charge whatever they want to provide information. These buggers are stealing the RTI Act from under our noses, what are we going to do about it ?" </quote> This expose of mine, caused general consternation, and finally regulars at the CIC website were STUNNED to see TODAY that the decision of IC(T) dated 12.April.2007 (Yes 2007!!) has been finally published as a "NEW" decision of CIC so that the world can see just how corrupt (the alternative is "Ignorant" which he is decidedly not) IC(Tiwari) really is. http://cic.gov.in/cic_netizen/RecentDecisions.asp (Right at the bottom) I stand by my allegation that this decision was not drafted by the Information Commissioner himself but by the Public Authority concerned. I can also now allege that IC(Tiwari) meets Public Authorities in advance of hearings, accepts secret written pleadings from them, and rides roughshod over defenceless appellants when they appear before him with these points leaked to him in advance. It is a fact that no other IC has received as many complaints against him as this gentleman (with IC Ansari coming a close second) We hope that Mr Habibullah institutes a Vigilance Inquiry against the all-round corruption in his Commission. If he is not prepared to, can he publicly inform us who the Vigilance Officer of the CIC is so that citizens can initiate the necessary proceedings. Sarbajit
