Phagwara is situated at Doaba belt of Punjab. (Doaba bifurcate the word Do
(Two) Aab (Rivers). This is the combination of two Urdu language words. The
area between two rivers: River Beas & River Satlej is being called the area of
Doaba in Punjab. The area beyond Beas river up to Amritsar- Wagah Boarder
(Adjoining Pakistan) is called the area of Majha of Punjab. The area beyond
Satlej river towards Ludhiana, Patiala is called the area of Malwa belt.
Doaba region belt is NRI (Non Resident Indians) thickly populated belt. In
Doaba belt say every fourth person of each house has been migrated to the
developed or gulf countries. As the land holdings of the resident of PHAGWARA
is not too much as compared to the land holdings of U.P.
The residential and commercial property of Phagwara is the costliest in Punjab.
The commercial rates of the property are so high that you can match the
commercial property rates with that of metropolitan citys rates, even with
Connought Place & Nariman Point. The reason behind it is the flow of foreign
currency. That is why the small town of Phagwara has maximum number of banks
according to density of population in India. Phagwaras PNB Banks G.T. Road,
Branch is the largest branch if we consider domestic and foreign currency
deposit in North India. As there is a low holding of land and peoples lust to
settle abroad is too high. That is why the people have become the victim of
Malta boats hair-raising episode. The duping of Phagwaras people by travel
agents due to their desire to settle abroad, cases of Narcotic Smuggling, Fake
currency racket and security reasons. I, talked to Phagwaras Deputy Supdtt. Of
Police Mr. H.P.S. Khakh
regarding the policies of the Govt. The few contents of the interview is as
under:
1. Madhok: 498 A, is being misused by the girls side people to harass the
boys side people. In most of the cases even the Senior Citizen ladies have
been booked by the Police. Whether the proper investigation is being done in
those cases?
D.S.P. Khakh: Rajneeshji, for your kind information Sec 498A & 420 cases will
be inquired and investigated by the Gazetted officer not below the rank of DSP.
The official after investigation in the matter will deeply study the case &
after his/her conclusion the case be registered. So, there is no chance of
misuse of Act 498A & 420 in future.
2. Madhok: On what ground the case under Sec 498A & 420 IPC is being
registered?
D.S.P. Khakh: Sec 498A & Sec 420 is being lodged on the people on charges of
harassment, metal & physical torture to fulfill demand of bringing more dowry.
Regarding Sec 420 in most of the cases this Sec is being used in Phagwara
against Travel Agents as in most of the cases the people are being duped by
Travel agents.
3. Madhok: What actions the Police is taking against and how the
information is being collected against these travel agents.
D.S.P. Khakh: Now the Govt. has formulated a policy. We collect information
from public & take action against the travel agents who used to advertise in
local news papers & periodicals, Cable Tv network with the assurance to public
to settle them abroad within the stipulated period. We prosecute those travel
agents & register the case under Sec 420.
4. Madhok: What precautionary steps the Police deptt & administration has
been taking to save the people from the unscrupulous travel agents and cheaters.
D.S.P. Khakh: The police deptt has constituted a committee. Previously
the offenders used to get scot free in the case registered under Sec 406 & Sec
420 but as per new instructions the official has to define his role in
investigation. Now the Govt. has designated the travel agents. I appeal to the
Public to get the services of Authorized Travel Agents as life and Property is
very costly. Try to save yourself. If the person has been duped by any fake
travel agent then the complaint kindly be lodged in the nearby Police Station
so that the racket of travel agents be unearthed & the culprits could be
arrested at the earliest.
5. Madhok: A few months back tension had been gripped in Phagwara when
hoardings on NH1 had been removed by the employees of the National Highway
Authority of India (NHAI). What was the matter.
D.S.P. Khakh: The tension broke out due to the removal of hoardings. As Guru
Ravi Dass Parkash Utsavs programmes have been highlighted in the hoardings
which hurted the sentiments of the people of the community so as a protest the
tension prevailed.
6. Madhok: What steps the administration & Police Deptt took to provide
peaceful atmosphere. Though the protesters had been moving with bats, lathis &
sharp-edged weapons.
D.S.P. Khakh: It is not a system to protest. Police deptt had registered the
case against the NHAIs men for hurting religious sentiments & the mob was also
booked for damaging three buses.
7. Madhok: To avoid such incidents what steps Police deptt will take?
D.S.P. Khakh: We held a meeting with Deputy Commissioner Kapurthala, S.S.P.
Kapurthala, SDM Phagwara & myself. The solution to such problem, which had
been finalized, is that a specific location will be earmarked in the town to
protest and the Protestants will not be allowed to block traffic on the main
roads.
8. Madhok: In the protest the Protestants damaged public vehicles &
manhandled them. What steps the Police Deptt take to avoid such incidents.
D.S.P. Khakh: As at that time SDM Mr. Amarjit Pal & myself negotiated with 11
member committee of protestors. After the dialogue the NHAI men were booked
though the demonstrators had demanded that the booked be brought to the site of
dharna. We had not accepted their demand. Now we appeal to the public that the
protests should be made peacefully.
9. Madhok: It is said that Phagwara is the hub of Narcotic smugglers.
Whether Phagwara Police has made success in arrest of Narcotic Smugglers.
D.S.P. Khakh: Yes, a few days back our official Mr. Inderjit had arrested the
gang of Narcotic Smugglers. With their arrest we come to know the nexus of
smugglers. During investigation the smugglers revealed that we are doing job
for ISI and the complete racket is being operated from Pakistan. PAKISTANS
MAIN AIM IS TO SPREAD NARCO TERRORISM IN INDIA. THE HAVALA RACKET IS ALSO BEING
OPEREATED BY THOSE KEY MEN. In this operation we had captured a great smuggler
Mr. Gautam Cheema who deals in Poppy husk & operates the racket all over India.
With this arrest Phagwara Police got cash award of Rs. 1 Lakh. In this arrest
the narcotic substances of Rs. 34 crores had been recovered. In further
interrogation the police got success to unearth 500 Acres land which had been
purchased from Narcotic Substances trading. The Govt. auctioned that land & in
this process Punjab Govt. got revenue of Rs. 30 to 35 Crores.
10. Madhok: Whether the Narcotic smugglers king pins had been identified?
D.S.P. Khakh: Yes, we provided all the information to the deptt about the king
Pin that is Interantional Gang. Who were operating with fake names Gill &
Babbu.
11. Madhok: Whether they had been deported from the countries from where they
were running Narcotics & currency smuggling rackets.
D.S.P. Khakh: Actually those smugglers are active members of Babbar Khalsa
International. The case had been registered against those involved in Havala
rackets as well.
12. Madhok: Kindly specify the mode of operation of the smugglers.
D.S.P. Khakh: It has been unearthed that money received by the smugglers after
selling narcotics, including heroine was given to someone who distribute it
among the people on the orders of his bosses residing in foreign countries who
are operating narcotic smuggling & hawala rackets.
13. Madhok: Phagwara got coverage in International news when a religious group
stoned Delhi- Lahore bus.
D.S.P. Yes, Passengers of Delhi-Lahore bus received a rude shock when someone
from a group of protestors threw a stone breaking a window pane of Lahore bound
bus.
14. Madhok: What was the case?
D.S.P. Khakh: The case was that the particular group was protesting against the
haryanvi Producer director of serial released on CDS. Earlier about three years
back the same organization had attacked the bus in similar fashion.
15. Madhok: Whether it was a great issue of protest?
D.S.P. Khakh: The protest was being held against a haryanvi Kuldip Vats CD
Aaj Ki Ramayan.
16. Madhok: The protestors had a meeting in Hanuman Garhi Mandir of G.T. Road.
Afterwards they blocked vehicular traffic in G.T. Road, Why not the Police
Deptt stop the mob at the particular point so that vehicular traffic could not
be blocked?
D.S.P. Khakh: In religious places the police deptt does not enter.
17. Madhok: What action Police deptt taken against those protestors who play
with the peace and harmony of the town?
D.S.P. Khakh: Under Sec 427, 160, 148, 149 & 279 IPC the case had been
registered for mischief causing damage commuting affray, armed rioting & rash
driving on public way.
18. Madhok: Due to terrorist attack on Mumbai. The Phagwara residents are also
in panic. What precautionary steps Phagwara Police has taken.
D.S.P. Khakh: We have made stringent action. JCT Mill (Cotton & Textile), Wahid
Sandhar Sugar Mill, & Sukhjit Starch & Chemicals have been instructed to
install CCTV. The security arrangements have been enhanced at sensitive places
like Railway Station & Bus Stand. I appeal to the citizens to inform the police
regarding Paying Guests and tenants, narcotic transactions and smuggling if
noticed & prostitution activities to check the unhappening for the safety and
security of our citizens.
