YES, Railways CAN Lock Public Toilets / Bathroom !!!
BUT under RTI Act, you can seek to know the reasons why
under section 4. Here is a step-by-step guide.
STEP-1:
4(1)(b)(iv) the norms set by it for the discharge of its functions;
Urination / Defecation are natural body "function" which has to be
"discharged". So RTI Act gives you Right to know its "norms"
STEP-2:
4(1)(b)xv) the particulars of facilities available to citizens for
obtaining information, including the working hours of a library or
reading room, if maintained for public use;
Under RTI Act, a citizen has a right to be given "certified samples"
and a right to inspection of offices. These samples may be collected /
disseminated (dis-semenated?) in the larger public interest for, say,
research into abnormally high levels of ozone-depleting methane /
Hydrogen sulphide gas being generated in Railways Stations - free of
charge by the PIO. You may also (presumably) generate your own samples
in these offices for investigation ("information").
STEP-3:
4(1)(d) provide reasons for its administrative or quasi-judicial
decisions to affected persons.
You undoubtedly qualify as being an affected person for being
locked out of such places when you were in great need (life and
liberty - 48 hours).
STEP-4:
4(4) All materials shall be disseminated .. with the
Central Public Information Officer or State Public Information
Officer, as the case may be, available free or at such cost of the
medium or the print cost price as may be prescribed.
Explanation.For the purposes of sub-sections (3) and
(4),
"disseminated" means making known or communicated the information to
the public through ... any other means, including inspection of
offices of any public authority.
