Your opening paragraph is full of biased opinions purporting to be facts. Larger Public interest is not mentioned by you anywhere - so presumably there is none. This is a DERANGED and thoroughly IRRESPONSIBLE RTI with no larger public interest whatsoever and clearly draughted by an unfocussed mind. The last time I visited Amritsar, the entire city resembled one vast public urinal - and Jalandhar is no better. FYI: The Indian Railways are not obliged to provide toilet facilities at stations to "the public". If you hold a journey ticket you are entitled to use the waiting rooms (which have toilets/bathrooms) . If you hold a platform ticket you are entitled to use the platform.
