HELLO,
I have decided to use RTI as tool to get the lock of public toilets/bathrooms
opened. Thus I have moved application to railway as under :

Subject :- Application under the RTI Act, 2005.
Sir,
It has been observed that the conditions of Public Utilities
i.e. toilet situated near Arrival Gate/car Stand of Amritsar Railway Station is
in very shabby condition, dirty , unhygienic and give very bad smell which
gives bad impression to Amritsar City which is a tourist hub. The main
toilet/bathroom had been kept locked from quite some time and only the small
urinal adjoining to it is being opened to public for use.
I solicit the following information under Right to Information Act, 2005 :-
1 (a) Why Bathroom an Toilet situated near arrival gate/car stand of
Amritsar Railway Station had been kept locked and from how long it is locked
?
(b) What are the reasons for not opening these toilets/bathrooms for Public?
Who have ordered to put lock on Public utilities. Please arrange to supply the
copy of orders.
(c) Whether it was in the knowledge of DRM that Bathrooms/Toilets are
locked. By when would the Bathroom and Toilet will be opened and be made
available to Public for use.
(d) Who is responsible for maintaining cleanliness of toilets/bathrooms of
Amritsar Railway Station especially a toilet situated near Arrival Gate/Car
stand.
(e) Whether the task of cleanliness is allotted to some contractor or
private person. If so please intimate the name and address of such firm and
what are the terms and conditions entered by Railway with such firm/contractor?
(f) Whether the task of cleanliness of toilet is done by the
employees of the Railway ? If so, please intimate how many employee are
engaged/deputed for its cleaniness. Also intimate the detail of all the
articles/items purchased/issued and amount spent for cleanliness of
Toilets/Bathroom in the calendar year 2008.
(g) Whether any log book of cleanliness of toilets is being
maintained by Railway officer ? Please arrange to supply the copies of
entries made in log book for the last 3 months
(h) Intimate the name and designations of the Officers who have
visited/inspected/audited Amritsar Railway station during the calendar year
2008. Whether they checked the conditions of the toilets. Whether any of them
have made any observations/remarks/objections about the toilets/bathroom. If so
what were these observations/remarks.
(i) Intimate the name and designation of the officers who have
inspected/checked the conditions of toilets of Amritsar Railway Station on the
earlier two occasions ? What were their observations/remarks/suggestions on
the issue?
2. As I expect to appeal any denial, please specify the Name and
address of the Appellant Authority’s Office to whom an appeal should be made.
Any Denial without giving the scope of further appeal and details of appellate
authority will tantamount to willful denial and obstruction.
3 If you feel that above requested information does not pertain to
your department then please follow the provisions of Section 6(3) of the RTI
Act, 2005.
4. A fee of Rs Ten towards the cost of information is enclosed vide Pay
order No……………….. dated………………..issued by GPO Jalandhar and further fee of
Rs.ten towards the cost of documents is also e nclosed vide Pay
order No……………………………………… dated……………………
