The trouble is that the dog with the teeth is a neutered pet dog of the political classes. For example an independent SIC on suitable complaint u/s 18 can summon the information and give it to you. A complainant u/s 18 can further file an RTI to the SIC after a decent period of say 15 days of his complaint requesting to know the dak / file movements of his complaint for purposes of 18(1) and separately 18(2). This problem of not getting information despite CIC orders is not a problem which individuals can solve, it needs very targeted class action.
