Agreed that filing WP is useful and benefical, but the cost involved is beyong the means of the common man or even the middle class man, the PIO is never penalised,that is why 2nd appeals are mountings at SIC (16000 applications pending at mumbai ) as PIO's have adopted dont care attitude ( Kush nahi hohinga apna he admi hai ) I have 4 orders passed by SIC to PIO dated 10.10.08 to comply with his orders within 30 days, PIO still does not comply because of his clout with politicians, he tells me openly go do what you want, I have put in my written complain on 10.12.08 and again on 02.01.09 u/s 18 of RTI act to SIC as PIO not complying to SIC orders , even appraised the situation to SIC Ramanand twari who's only reply was he will look into the matter. will have to wait and watch, drastic measures are needed to give teeth to the RTI act. i wonder what has happened to our great persons like Anna Hazare etc who were pioneers in getting the RTI act effective. An order passed in a judicial/quasi- judicial proceedings attains finality if not challenged in higher courts. SIC and CIC have already passed innumerable orders which are against the provisions and definitions of the RTI Act and the PIO's are using these illegal orders against the citizens for wrongly denying information. Very few writs have been filed in High Courts against these illegal orders of SIC/CIC indicating that most of the RTI activists/ngo' s are not interested in filing writs in High Courts but are more interested in agitation/dharna/ pradarshan. The issues for which agitation/dharna/ pradarshan are held can be legally enforced through High Court and Supreme Court orders with much less money and resource. I call upon all citizens/activists to file writs in High Courts against illegal orders/actions of SIC/CIC and to support each other in doing so and all such citizens/activists can contact me for the same.
