Can you explain, how could he allow injustice to a female citizen of this country working in a totally "male dominated" and corrupt organization better known as Konkan Railway. He also brushed aside the gross delay and overcharging of high fees for information. Even the ill treatment of the two RTI stalwarts from Mumbai who had accompanied this female staff member for inspection fell on deaf ears. These stalwarts were none other than Bhaskar Prabhu and Ashok Marathe who were not even allowed to enter the premises of their Belapur Office. Signed affidavit by these two were bluntly ignored. Complaints regarding non implementation of Section 4 by Konkan Railways were also brushed aside. None of the major issued raised by the complainant ever figure in this decision of IC-OPK. Can you imagine him allowing the CPIO to charge the cost of photocoping one hundred and seventy days after the original application was filed squarly ignoring Section 7(3) of the RTI Act.
Before somebody raises on this being a service matter related, let me inform that the issue revolved in Konkan Railway Corp. malpractices in allowing non qualified staff members being promoted in Deptt. Examinations. How can you expect the Public Authority to promote a person with a BA, overlooking the original Recruitment Rules clearly specifying Computer Engineering as the pre-requisite? This is concerning the lives of all those passenger, including RTI Activitists, who travel by Konkan Railway. In short, would you rather approach the quacks who squat on the roads or would you approach the qualified doctors?
