I think I'll have to publish the First Appeal below:

The appellant had asked for a catalogue(s) of all records of the CIC
duly indexed in a manner and form to facilitate the right to
information. The reply of PIO was that CIC has no records to be
catalogued or indexed. Hence the Appeal, whose order now scrupulousy
avoids /evades mentioning the information requested and reply of
CPIO/CIC

Sir /Madam,

SUB:   RTI Act and letter No. CIC/CPIO/2008/1591 dt  06-11-2008

I refer to the above cited letter 5/11/2008 (received on 11/11/2008)
and beg to appeal (impugn) it as follows:-

1) That the information I sought was very specific and is information
to be mandatorily maintained by your Public Authority in terms of
section 4(1)(a) of RTI Act which reads as follows:-

"4(1)           Every public authority shall—
(a)     maintain all its records duly catalogued and indexed in a manner
and the form which facilitates the right to information under this Act
and ensure that all records that are appropriate to be computerised
are, within a reasonable time and subject to availability of
resources, computerised and connected through a network all over the
country on different systems so that access to such records is
facilitated;"

As such I am unable to understand how CPIO/CIC can say that no such
catalogue of CIC's records exists.

2) That I perceive the reply from CPIO to be evasive and malafide, so
as to cover up CIC's self evident  failure to comply with RTI Law, and
for I am unable to access the same on website of CIC -  constraining
me to formally apply u/s 6, whereas the said information is to be
provided to me proactively / suo-moto free of cost u/s 4 RTI Act in
any case.

3) That information be now provided to Free of Cost and immediately
and without further delay
