However, in the Case of Jawaharlal Nehru Memorial Fund (JNMF), Hon'ble CIC WH himself informed the Vice Chairman of JNMF (DR Karan Singh) that as per legal opinion of Prof Nigam (legal advisor to CIC), JNMF was not a PA.
