Wajahath Give reasons why he and his team is Hearing Second appeals from Delhi 
. Let it passed on to the PMO and let PMO appoint Seprate Info Comms for Delhi 
. 
I suppose all his team mates will agree that there will be drastic reduction of 
Appeals and they can also relax

for meddling in his domain, a-la the "file notings" controversy.

This DoPT document is truly insidious and a section 18 Complaint is in
order, so Sid you may do the needful.
