Dear Sarbajit, Sh. Wajahat knows very well about these circulars & he should have taken suo moto cognisance of them when they were sent to him by the DoPT.
It seems that the ICs are Hand in gloves with DoPT in formulating these Silly & ridiculous interpretation of the act from time to time.
