In IOC, ePMS (Electronic Performance Monitoring System) has been introduced
during the last 3-4 years that is meant for IOC officers.

ePMS has provision for Key Performance Areas having marks for each
performance area and weightage attached to each performance area in the
total marks. Those performance areas are broken up into sub-areas. The
targets, in quantifiable terms, are set at the beginning of the performance
period year.

The system has provision for automatic calculation of the marks based on the
actual performance. However, in a high-handed, arbitrary, illegal and
criminal manner the system generated marks are moderated manually at the
whims and fancy and no arguments of the officers who lodge complaints in
this regard are heard. Those complaints are simply brushed aside.

Even use of the Right to Information Act 2005 has not helped *** as morally
corrupt Information Commissioner at Central Information Commissioner, well
known for availing hospitality of IOC and protecting PIOs of IOC, gives
decisions against IOC officer RTI applicants or keeps cases pending for more
than three years without registering them.

GOI authorities, for the reasons best known to them, are ignoring complaints
against him & thus totally protecting him. Even, his assignment is not
changed and, since inception, he continues to hear matters pertaining to Oil
PSUs.

It may kindly be appreciated that IOC is an extraordinarily huge den of
corrupt practices and large no. of serious frauds are going on in HR area
 for the last few decades and still Indian Oil Officers (IOOA) complaint
against Director (HR) for high-handedness (

is
ignored by Mr Sarthak Behuria Chairman IOC to enable Mr V C Agarwal Director
(HR) to continue to terrorise the employees by arbitrary & frequent
transfers; arbitrary & illegal promotions and  / rampant chargesheeting the
voices of dissent. By institutionalised mechanism made four decades back,
 the officers are debarred from grievance redressal pertaining to
performance ratings, DPC and own promotions.

All these crimes are continuing unabated in the darkness of confidentiality
and in the name of organisational & business requirements.

Matter may kindly be looked into, in larger public interest of reducing high
level corruption, at your earliest.
