1) Your post has nothing to do with RTI. 2) Please do not act as a proxy (Mir Jafar) for Mr Arvind Kejriwal on our group, he is an adult - able to speak for himself - and has refused many invitations to join this group. 3) Contrary to what you are given to understand (and how you are misleading our group), the Magsaysay award is not a credible award. It is an open secret that Ramon Magsaysay was a CIA agent / puppet / stooge and his CIA handlers included "Edward Landsdale". The CIA awards Magsaysay "awards" mainly to serving and former bureaucrats (like Mr Kejriwal, Ms Aruna Roy etc ) who are "Mir Jafar's of RTI" and other spies. Mr Habibullah himself has been the recipient of similar US largesse from the Brookings Institute, another USINT front, to enable him to continue meddling in Jammu and Kashmir. We have repeatedly discussed these matters on the group - including how these Mir Jafar's are debriefed by their spymasters in places like Mexico and Scandanavia. 4) In sum, receipt of awards like Magsaysay Award and Ashoka award (MI6's equivalent to Magsaysay) is not praiseworthy but an insult to patriotic Indians. We don't need such Mir Jafar's to teach us about Swaraj. Swaraj is our birthright and we have already got it.
