Dear Members,

The universal truth is "Delay Breeds Corruption - Not necessarily in cash
and kind".

With creation of Central Information Commission to implement well-meaning,
simple, citizen friendly The Right to Information Act 2005 effective 12th
October 2005, one more avenue is created in India for the corrupt public
servants to make more money while terribly restricting transparency by
unfair, unjustified, arbitrary, illegal means and even by abusing the
authority in a high-handed manner violating principles of natural justice,
violating Constitution of India and violating the fundamental rights.

CIC is a classic case of breeding corruption by causing delay - unusual &
unprecedented - by taking up the cases for hearing selectively and in
a discretionary manner.

However, CPIO CIC New Delhi does not know as to what is meant by corruption
and hence not furnished me the requested RTI information on how many corrupt
ICs / Officers are posted at CIC. There is no Chief Vigilance Officer at CIC
either.

While the RTI Act has given unprecedented high level of autonomy to CIC in
the matter of implementing RTI, CIC has been looking towards DoPT on having
nationwide benches to be established that is already provided for in the
Act.

The delay analysis shows that Mr Wajahat Habibullah*** CIC has been the
worst abuser of RTI. He sent me an email saying "I am not in the business of
justice" and "I can give you information".

So far, he has given neither. My more than three year old cases lying with
him and Prof M M Ansari. And, I am not the only victim in India of these
corrupt practices at CIC.
