Mr Habibullah is correct when he says that his job is to secure you information 
and not justice.

You are equally correct when you highlight how Mr Habibullah has failed to 
secure you the information after 3 years and many complaints.

Many of us are similarly placed. For instance I have been asking for  a copy of 
the Delhi Development Act, its Rules and its Regulations. Mr Habibullah has 
refused to entertain my numerous complaints pending with his office for over 3 
years now. The information sought by me is basic Section 4 information which is 
to be proactively published in any case and further buttressed by a CIC order 
to the Secretary of DDA to do so. The fact that Mr Habibullah has failed to 
even register my detailed and specific complaints to him, his Secretary and his 
Registry (of wilful non-compliance of CIC orders to a named individual) is a 
clear admission that the CIC is a fiefdom of the Land Mafia (in addition to 
various other mafias) and that his own personal integrity and rectitude are in 
doubt. Mr Habibullah may also care to enquire into his personal staff's 
integrity - considering that some of them are member's of All India services 
and are not above being approached by their seniors to hush up particularly 
awkward information requests.

Swaraj is no longer a right to be fought for, information and transparency are.
