Dear Milap,

The RTI Application, First Appeal and Second appeal have to be very brief and 
to the point, seeking information and quoting relevant sections.

There is no place for allegations in the act.

Get the requested information and on the basis of the information thus 
obtained, publish your point of view through media and expose concerned people.

I feel you are jumping to the final step in your first appeal itself, without 
obtaining the requested information.
