Dear members,

In most cases you should AVOID filing appeals / complaints to the CIC. It is 
now a completely corrupt, diseased and useless body.

The first appeal stage is where you get maximum information. Focus all energies 
on drafting a competent RTI request (read the responsible RTI guidelines) and 
follow it up with a PERFECT First Appeal.

If you reach the CIC in a 2nd appeal (where 80% of orders are anti appellant), 
it either means that you are hopelessly incompetent (most cases) or the P/A is 
particularly obstructive (for which even CIC won't help).
