(Its unfair, but India is still a Police State) 5) Section 4 disclosure is by the Public Authority to comply with and not for a PIO (unless he has been so directed). In my opinion you should focus on PROCEDURE mandated / being followed by Police in such cases, and whether it was strictly followed for these 11 accused.
