Dear Colonel The first time I met Mr Gandhi was at a CHRI sponsored meet at ISI (Indian Social Institute) seminar at Delhi. This was in 2005. Over tea he was talking about his RTI'ing experience in Mumbai under MRTI. Most of the audience knew nothing at RTI, but I was a DRTIer with massive SC experience and had some significant differences with him over interpretation.
The next time I saw him was at the CIC first RTI Conclave in 2006 where he was moderating a people's question hour meet with Ms Madhu Bhaduri. I observed that he was extremely rude to some invitees to his program (who have forgotten more about RTI than he ever knew (which is not very much)). After that on 11 August 2008 evening I bumped into him outside Mr Habibullah's office - he was waiting for his hearing om PMNRF, and he told me outside how Habibullah was obstructing him to get the information which would bring down this Government. Within a month he was an Info Commissioner and his 2nd appeal "abated" (with his death). Mr Habibullah, however, kindly got me all the information IC(SG) wanted from PMNRF. So yes, that Shailesh Gandhi is dead. The only time we met after that was when he very grudgingly allowed me to sit in his chamber for 2 hours to see how he was conducting his hearings. It was obvious that he was completely corrupt and favouring the PIOs - I could notice the signals and body language. He also refused to allow me to speak or assist the poor people who were appearing before him - 2 of whom sought my assistance. Our next "meeting" is scheduled for 8 June, on the 7(3) FULLBENCH featuring the 3 "see no evil, hear no evil, do all evil" monkeys .
