DoPT reply on "File Notings" at -

This has reference to the on going correspondence and personal polite
request to you on 12th September 2008 when you informed me that it was a
simple case of "File Notings" and you would take up my second appeal under
RTI for hearing soon.

Despite your specific promise, despite DoPT not giving the requested
information, doing all sorts of hanky panky & corrupt practices of DoPT
officers to delay / obstruct the information and even after getting evasive
reply from DoPT at your end, you have preferred not to issue notice to DoPT
/ not taken up my long pending second appeal for hearing.

When you have reportedly issued notice to DoPT in RTI activist Subhash
Chandra Agrawal case ***, there is no reason why you should not issue notice
to DoPT in my case also and reach the matter to logical conclusion without
intentionally wasting further time to save the erring DoPT officials from
punishment for criminal offence.

I would request you to kindly explain me your biased, corrupt and unethical
and criminal practice per return.

Respected Madam,

DoPT wrongly, in an unjustified manner and on invalid ground refused the RTI
information. Now, matter is with CIC.

I personally met and requested Mr Wajahat Habibullah who is handling the
case. He termed it a plain and simple case & assured that it would be
cleared soon.

However, there is no progress. I, therefore, seek your kind intervention in
getting RTI information partaining to reservation in larger public interest
without further delay.

Dear Sir,

This pertains to the RTI information requested from DOPT on the approval
note vide which it was decided by GOI not to extend reservation to Group A
posts (but reserve cent per cent for General Category Officers only). the
CPIO, on invalid ground that file noting was not permitted, refused the
information.

I filed the first appeal to DOPT that was not responded to. I then
complained to CIC where matter remained pending.

I visited CIC on 12th September 2008 and discussed the matter, of long
pending RTI complaint, with Mr Wajahat Habibullah who also is the IC for
DOPT cases.

In response to letter dated 15th September 2008, Mr A K Cashyap, Under
Secretary to the GOI, DOPT, New Delhi, vide letter No. 43011/24/2006-Estt
(Res.) dated 3rd October 2008 posted on 6th October 2008 and received by me
just now  today on 10th October 2008 has informed that:

  - The First Appellate Mr K G Verma never received my first appeal.

  - Decision on reservation was taken in 1957.

  - However, the concerned file vide which the decision was taken is not
  available.

  - Mr K G Verma, who is also required to reply has so far not replied to
  me.

In this regard, further to my emails dated 21st January 2008 to 10th May
2008 placed below, you may kindly get the matter investigated by Vigilance
regarding:

  - Why my First Appeal emailed to DOPT did not reach the Mr K G Verma the
First Appeallate Authority at DOPT?

  - Where has been the First Appeal lying in DOPT?

  - What action Mrs Rajni Razdan took on receipt of my reminder on the time
limit RTI matter?

  - What action Dr. Renuka Viswanathan Secretary (Coord & PG) PG PMO took
on receipt of my reminder on the time limit RTI matter?

  - What action Mr K M Chandrashekhar, Cabinet Secretary to GOI took on
receipt of my reminder on the time limit RTI matter?

  - If the file of 1957 is not available at DOPT, where has it gone?

  - Or, is Mr A K Cashyap telling a lie so as not to disclose the requested
information?

*Kindly let me know the status on this highly serious matter on priority in
larger public interest.*
