The RTI Act uses the terms "person", "applicant", etc. in singular. I therefore feel that it must be a single applicant.
In any case, once the information is disclosed to one applicant, nothing prevents him from sharing the same with as many others as he likes. If there are indeed many persons wanting to seek the same information, nothing prevents them from filing the same application, in their own individual names. Some hearings in the CIC have covered hearings of many second appeals clubbed together since the applications were same but from different persons.
