This refers to the 2nd statement of Shekhar Singh you set out.

Here is a graphic example of how these RTI "touts" work

and exploit / loot limited Gov resources for their own benefit.

If Mr Singh has so much "public interest" to get this information and that too 
FREE OF COST, then why is it not put in public domain?

BTW: Mr Habibullah should note that publishing / circulation of court pleadings 
to non-parties may constitute contempt of court. And in any case why was 
section 11-A not followed in Mr Singh's case?
