Dear Manoj

Your only remedy under RTI Act 2005 lines in sub-sections 19(8) and 25(5). 
There are no short cuts; if you are a public spirited citizen you can begin the 
necessary procedures. You will be even more frustrated if Rajasthan SIC is not 
functioning efficiently or in terms of letter and spirit of RTI Act.

You should keep in mind that the letter and spirit of section 4 leaves it 
SOLELY upto the P/A to decide what to proactively publish to comply with 4(1).

The remedy for the citizen is to apply for any "missing" information u/s 6 and 
pay Rs. 2 for every A-4/A-3 page "copied or created" (Central RTI F&C Rules).
