What should we (the sovereign public of India) do with this ailing body? Chant 
- "Physician heal thyself !!!" ??

Faced with a record 2000+ appeals /complaints registered (this does not include 
the thousands which are dumped in the garbage / recycle bin) in June, the CIC 
could barely dispose of 1700. These so-called "disposals" include orders like 
mine of 01-June-2009 against DDA where the complaint has been "disposed" but in 
which hearings are still continuing.

What ought "we the people of India" to advise Mr Habibullah to clear his 
stables?

A) Crack down on the First Appellates. If you feel you don't have any power 
over them, kindly use the DoPT's "CIC Appeal Procedure Rules, 2005" and DIRECT 
them to file AFFIDAVITS on how they disposed of the first appeal by a reasoned 
order and ensured "natural justice". BTW all this is already published on the 
DoPT's website

B) Levy penalties against PIOs RUTHLESSLY for LATE / NON-SUPPLY of information 
without any exemption relied upon. If there are "systemic deficiencies" 
preventing PIOs from supplying information then award HUGE COMPENSATIONS to 
appellants. Kindly use Muzibur Rehman's High Court order for this and award a 
MINIMUM of Rs.50,000 per case as compensation (not the niggardly Rs.5,000 you 
doled out so parsimoniously and which was struck down by the HC). For public 
spirited citizens who are above money kindly award them the unique 
"compensations" they have prayed for so as to make these errant Public 
Authorities come to heel.

C) Stop hearing all INDIVIDUAL service related RTI appeals UNTIL you can ensure 
that citizens with a more urgent claim to information - such as 4(1)(c) 
disclosure are not serviced by your Commission on TOP PRIORITY. RTI Act is for 
un"righted" citizens to secure access to information held by the State, and not 
for non-citizens (like public servants) to officially procure records they are 
in any case entitled to under other laws/ regulations in force.

D) Ensure that all private TEA/COFFEE machines in CIC premises are removed 
forthwith.

E) Ensure that all "interns" are removed immediately and have no access to CIC 
records. 

F) Process the sexual harassment complaint(s) lodged by female interns 
immediately and do not allow them to go the Bill Clinton way - "I had no sex 
with that woman"
