IC(SG) has "condoned" the delay of over 1 year in your case. He has not given any reasons why he has condoned this delay. It is quite clear to any reasonable that IC(SG) has been bribed to pass such an unreasoned order and you would be well advised to pursue this as a Vigilance matter with Mr.Habibullah / CVC. It is also pertinent that the order was passed behind your back and not pronounced in open proceedings as mandated by the DoPT Rules. You are also entitled to a "review" of the order (apply to Mr Habibullah) since it flies in the face of Delhi High Court's subsequent order d/d 28.04.2009 in Mujibur Rehman's case which makes penalty compulsory when the IC concludes there was a delay.
