1) You can always abandon RTI procedures in favour of normal CPC inspection / 
copying procedures at fees prescribed under the UP High Court's Rules.

2) Re: your other email, applying for property returns of another govt employee 
would certainly attract exemption 8(1)(j) and section 11. Although there are 
conflicting decisions of CIC on "property tax" returns, you are probably 
relying on those unreasoned one's based around IC(OPK)'s versions. The leading 
order however is still IC(ANT)'s unchallenged
