2) RTI is not functioning at all in West Bengal and neither is the judiciary there. To expect "justice" in WB is foolish. 3) If you cannot draft and argue/plead your case on your own, it would be highly inappropriate to file a WP as your almost inevitable loss would simply F*** up the scene in WB for those to come. 4) Your present remedy is to reapproach the first appellate asking for compliance in terms of SIC's order. You may kindly re-read section 19(1) which allows the applicant to appeal the information CPIO provides him ... "or from the receipt of such a decision prefer an appeal to such officer who is senior in rank to the Central Public Information Officer or State Public Information Officer as the case may be, in each public authority:".
