That settles the issue with the post by Sarbajit.
 
Off topic, on the larger public interest, I would appeciate, that RTI 
Activitists from different states co-operate and offer their services free to 
their respective SICs in preparation of the Manuals U/s 4 volutarily. Of 
course, my request would not be without some protests in this list. However, 
the object is that, once the SIC of the respetive state has its own 17 manuals 
online, it would not be difficult to force other State PA to follow suit. If 
the State PAs still dont comply, a request seeking the 17 manuals in digital 
form could be requested for U/s 6 of the RTI Act and the consequences follow.
