Since you asked, Although it was not mandatory to serve a copy of Writ Petition u/a 32 on Opposite party (as per SC Rules only 7 copies are to be filed at filing counter- High Court Rules are usually different and require compulsory service prior to filing), if the Petitioner does so well in advance it enables the opposite party to act on it. Of course knowing the lethargy of the State when it comes to Writ Petitions it certainly helps to meet the opposite party and discuss the case (informally) so that action can be taken .. to enable the Petitioner in Person to withdraw his plaint etc. etc..
