Dear Sarbajit,

Thanks a lot for posting this DHC order.

Not only ICSG but also every other ICs(Central/State) are more or less
afflicted with this malady.  i.e. giving out "UNREASONED ORDERS" in
whimsical & careless manner.

Hope all ICs would heed to DHC judgment hereafter.
