I work with the Elan SC300, not the 400, but off the top of my head I would
make sure the kernal is not molesting ports 23h and 24h.  These are
the Elan setup index and data registers and are best left alone.

Much depends on how the BIOS set the 400 up.  Also, on the SC300 there are
some general purpose digital io pins that can cause much pain if not setup 
properly.  

On the SC300, the DRAM controller is not really documented well.  All other
integrated peripherals behave as well as their discrete counterparts.

It would be really great if you can get RTL up and running on this platform
as it is probably the lowest cost x86 solution out there.  Good Luck !
